Otunba Segun Ogunwuyi is a seasoned finance and policy expert with over 25 years experience spanning the private and public sectors. He currently serves as the Chief of Staff to the Executive Governor of Oyo State, Engr. Seyi Makinde, where he oversees strategic planning, operational efficiency, change and risk management, and high-level stakeholder engagement in furtherance of the State's development agenda.
His academic background includes a B.SC in Accounting and an MBA from Obafemi Awolowo University, Ile –Ife, Osun State, an MSC Accounting and Finance from Nassarawa State University and a PHD – in view from Ajayi Crowther University, Oyo State. He is also an alumni of the prestigious Lagos Business School and the National University of Singapore (public policy and leadership programme).
He is a Fellow of the Chartered Institute of Accountants (FCNA), a Fellow of the Association of Chattered Certified System Accountants (FCCSA), a Fellow of the Institute of Chattered Finance Professionals (FCFP, USA), a Member of the Chartered Institute of Taxation of Nigeria (ACTI), a Professional Member of the Financial Reporting Council of Nigeria, and the Nigerian Institute of Business Strategy.
Before his foray into politics, Otunba Ogunwuyi’s professional career spanned various executive financial roles including financial and management accounting, treasury management, taxation, business process re-engineering and implementing best global practices in multiple financial jurisdiction. He has consulted for global corporations such as TNT Logistics Global (with presence in 61 countries), Baker Hughes (UK), Nokia Siemens Networks (Finland), NNPC (Nigeria), and Ernst & Young /MRS (Monaco), providing thought leadership and financial consultancy.
He has held prominent legislative roles. He was a member of Oyo state House of Assembly (2011-2015) and a member of the House of Representatives of the Federal Republic of Nigeria representing Ogbomoso North/South/Oriire (2015-2019), where he served on National Assembly Committees on Public Accounts, Procurement, Loan and Debt Management, Maritime Safety, Constitutional Amendment, to mention a few.
As the Pioneer Director-General of Oyo State Investment and Public Private Partnership Agency (2019-2022), he played a central role in attracting private capital to the state, facilitating infrastructure concessions, and leading the commercialization of state assets. The Alternative Project Finance Approach (APFA) framework was initiated during his stint at OYSIPA, which was used to finance many infrastructural development projects across the State. His APMG Public Private Partnership (PPP) professional certification gave significant impetus to the various PPP projects implemented by the Agency.




As an ardent believer in continuous professional development, he has attended various global capacity building workshops, including the World Bank’s City Resilience Programme (Madrid), Commonwealth Technology Organization’s ICT Roundtable Policy regulation and operations (UK), international workshop on strategic leadership, management & effective delivery (UK), among others.
A pragmatic leader, Otunba Ogunwuyi’s professional journey reflects a deep commitment to service, impact, and excellence. His work continues to bridge the gap between policy formulation and execution, contributing to the transformation of Oyo State’s economic landscape. The experiences he gathered in the political space, private and public sector have moulded his strategic decision-making skills at the critical cross section between business and politics.
He is married and blessed with two children.
